Yoshio Tsukuda
JAL 1628 flight engineer
Who they are
Yoshio Tsukuda served as flight engineer on Japan Air Lines cargo flight 1628 during the November 1986 Alaska episode. He appears in the FAA material released in March 1987, which separated an explained radar return from the crew’s unresolved visual report. That distinction is important when comparing the participants’ accounts.
He is one of the identifiable participants in the FAA’s record of the flight.

March 5, 1987 release no. 87-09; linked packet contains additional FAA material.
